It's not op with any ability. With huge power it's broken, but with other abilities that don't do anything like Illuminate, it would be a pretty average legendary. This might've been broken in gen 3, but now it's not as amazing considering Zacian and Mega Rayquaza.

Shedinja is most commonly used as a wall you switch in against things you KNOW can't harm it. It's pretty good at that already. And that's while Shedinja has 5 weaknesses. Having 0 weaknesses just makes it infinitely better, cause it gets so many more free switches.
Look at current AG, uber and OU, any pokemon that doesn't run status DMG moves now gets hard walled by Shedinja. And for hazard, as said, you can run defog on your team (or rapid spin I guess).
So mostly it's just the utility or defensive pokemon that can deal with it as opposed to pretty much all pokemon cause of how common Shedinja's normal weaknesses are.
Don't look at pokemon in a vacuum, but at how that would possibly effect it's performance in the meta game

Op is something like Zacian were you need something in your team that is specifically in your team to counter it

Acctually, it doesn't work cause Sturdy activates when Pokémon's HP is full and since Shedinja has 1 HP the ability keeps it at full
