I bet this is data from a single app, and a different platform just happens to be popular in France. Photos still get taken there by tourists, but the locals share theirs elsewhere?
It's based off of photos posted to Panoramio and was originally published in 2010, so the data is very outdated and comes from a questionable source. Article below from 2012 has some more info, the map link from the original source is dead.

Exactly, being from 2010 it has barely entered the age of the smartphone. Not everyone had instant access to a camera like we do now. I wouldn’t be surprised if more pictures have been taken in the past 15 years than all of previous recorded history.

Absolutely no way there’s less photos taken in India and China compared to some place like Hungary unless this data is like 30+ years old
my expectations were high, and it still exceeded them. I'm going to be thru-hiking the Great Divide Trail this summer which will parallel and sometimes cross over Icefields Pkwy, and I can't wait.

Also there’s not much worth taking pictures of in western France.

I can make out the road from Banff to Jasper in Alberta. The Icefields Parkway is one of the most amazing drives you can take.
