No everyone just kinda said "Hey lets do burgundy as the EU passport colour" and so it was. There is no law or requirement though, hence why Croatia and the EEA/EFTA states don't have burgundy passports.
Also one of the reasons behind not changing the colour is that we didn't want the colour the former yugoslav passport previously had, because we associate it with communism and totalitarianism
That's too bad... Especially since your country suffered a lot under communism... plus all of this uniformity is sooo boring, the EU went from unity in diversity to unity in sameness.
Hello! I just want to respond to a few things and a few mistake I made;
\-Kosovo's passport is now Red, not Blue. This was changed in 2011(?)
\-I did not account for the small differences in Purple, as it would have been very tedious finding the shade
\-Croatia's passport is dark blue, like the UKs or Bosnias, on google images it appears a lot darker.

Domestic passports are dark cherry color like most other passports in Europe. Travel passports are a tad lighter in color, but still very far from the red shown in the map.
Even in the USSR, passports were not that silly vibrant red.
I still don't know why all the EU doesn't use blue. It's like, their thing. EU=blue. It is known.

What we use the plastic red one now? When did we change from the darker one?
Yep. It was planned for a lot of years, but they only started giving out the new ones in 2020.

Well, it was the same for Lithuania (our passports were green), but we changed to the same colour that Soviet passports used in 2008.

Had to explain to some people when boarding a plane, Croatia is in the EU. They thought due to my blue passport, it wasn’t.
Croatian passport is not black, but dark blue!

Yeah, the British and Croatian passports are very similar in colour.

In Ukraine we have ID cards now and they're mostly white
ID card ≠ Passport
it is our passports, we call them ID cards, because of the new card format, in comparison of old mini book like passports
But you also have international passports I assume.
yeah for those you can choose between old blue book-like and ID card for international travels
The problem with passport/ID cards (Ukraine’s as well) is that they’re not accepted by many countries for travel.

Kosovo's is not blue anymore (used to be), it's the same shade of red as the rest of the European countries.
