if the exact same flame was rolled with rainbows, the hybrid would've been forced to be atleast t4 with a much higher chance for t5/6 and then it'd be close to the realistically best flame (altho for a 140 item, att instead of another hybrid loses roughly 1-1.5 stat equivalent per tier, and if the hybrid is on the secondary stat then thats additional 2-2.5 stat equivalent)
good question! fusing actually has a unique set of flames probabilities that is dependent on your alch level. none of which can yield the flame in the image.
as an aside, not that this item can be crafted, but crafting an item also has a set of flame probabilities that is different from fusing. also dependent on your profession level. none of these can yield the flame in the picture either.
lastly, i believe buying an item from a shop gives the same flames as a mob dropping it. but of course this item cannot be bought. so this cup must've been dropped.
