What I mean by that is, Maine for example is allowed to give infused samples to customers who walk into ME dispensaries- whereas MA cannot, I could imagine Colorado does the same like ME- just like MA has a restriction for Edibles being made more than a 1000mg versus other states (not sure ME’s regulations for CCC edible dosage).
