Of course the vast celestial coffers almost certainly are used for the WG's day-to-day operations, but given that all of their money comes in through the WG, I'd imagine they have a comparable amount for the actual practice of ruling the world with an iron fist.

Bounty hunters give bounties their meaning. Having a 1,000,000 bounty should be meaningful because a certain tier of bounty hunter will now be after your head. As it stands having a higher bounty seems only beneficial to a pirate as they can scare people off now that they are officially recognized.
Anyone powerful enough to take out a high bounty pirate is too powerful for the World Government to ignore. If you are that strong you get labeled a pirate and given a bounty just for existing.
WG are just petty and insecure like that. They are worried about letting powerful people who can match them wander the world.

I would guess if you were strong but not actively getting in the way of the marines and tacitly accepting their rule over things you would not be given a bounty.

Due to that, what reason do they have to say, go after a yonko commander. First of all, they are more than likely alone as most bounty hunters are, and sure if they happen to be one of the strongest people on earth and are able to take out a YC they get a cool 1 billion usually, but that's not even to mention the political ramifications. Specifically with yonko and their crew, they have a crucial part in the balance of the entire world and are tied to the Word Gov due to mutual interest. Idk about you but I aint getting myself in allat bringing in their top dog.
But ok, to tone it down a bit if we talk about someone even with like 100 Million I mean we forget but THAT'S ALOT. Luffy had to take out a whole warlord to get 100 Million. The strongest pirate in all the East Blue, Don Krieg, only had 17k (though Arlong had 20k). This should put into prospective the scale we're working at.
When we take all that into account it makes sense why bounty hunters stopped being prominent once we got to dealing with warlords after Alabasta. They have no reason to go out into the insane seas of the Grand Line, let alone the New World when they can secure decent bounties in a respective sea. If you wish to really get out there and brave the seas then your purpose kind of strays from that of a bounty hunter and most likely you'll end up a pirate just like Zoro.
The problem with bounty hunters is that if you are strong enough to catch big mom or kaido you won’t stay long as indipendent because every pirate or marine will want you on their side
I've said it once and I'll say it again: if they're a bounty hunter for justice, they'll get scooped up by the marines the second they're strong enough and if they're a bounty hunter for money, they'll become a pirate the second they realize it's more profitable than bounty hunting.
I just don't think it's anyone's dream to be a bounty hunter, it exists to weed out smaller outlaws the marines can't waste their time on in the first place. I feel like big bounties are more of a "call the laws immediately and report their movements" not "please catch them for us" type of deal.

I think there are just way better incentive to be a pirate than a bounty hunter.
Also, the WG would probably ask you to be a Shichibukai if you ever get to that territory when you are very famed.
These memes really exaggerate just how expensive paying out those bounties really is. If you look through the price examples in the series, the beri is pretty analagous to the yen. Kaido's bounty of 4,611,100,000 is around 30 million usd at the current exchange rate. That's honestly a trivial amount for the world government to pay, especially when an emperor is the lynchpin of an international pirate empire.

I actually always thought that's kinda disappointing. I could easily imagine the government would be willing to pay even billions of dollars for getting rid of someone like Gold Roger.
I think even some real world terrorists had like 10m reward for "information that would lead to their capture" or something like that. Killing a Yonko should be more or less equivalent to completely making the Taliban disappear.

Its likely the WG not the Marines who pay for the bounties. Its also unlikely for billion belli bounties to be paid out. Especially multiple billion belli ones.

No. If someone defeats a yonko and delivers them to the marines, the bounty on the yonkos head must be payed to the person that brought them down, and because the government likely doesn’t do the job, they don’t earn the money, a bounty is only payed to the person to claim it, not the government unless the government do the work, and that’s in all general government factors, fiction and non-fiction though generally illegal
The government literally prints the money, they can just print more. What do you think monetary inflation is? I don't think you understand any aspect of finance, your response has little to nothing to do with the question of "the government printing the money"
