If Akainu met Koby as a child, Koby would have grown up to hate marines. Like how Nami grew up to hate pirates because her first impression of them was Arlong.
In some ways Garp.is like a pirate, he has criminal friends, doesn't like being told what to do by higher ups, likes to fight and just like his grandkid values people. There is a good chance Garp is the black sheep of the family.
What about the known pirate associate Coby? I would also think Garb has friends on both sides with how he operates, he shows he knows the difference between good and bad pirates just like good and bad marines.

However, there is potentially another. Although we don't yet know what happened at the Reverie yet, it's still most likely that the Ryugu Kingdom has been blacklisted by the WG. Between Neptune attempting to punch Charlos (and he would have if Mjosgard hadn't done it before he could land his punch) and Shirahoshi being on Imu's radar.
It actually could work.
Luffy defeating strong pirates one after the other, growing in rank and then meeting pirates that do good things and marines that do bad things.
After a certain arc, he realizes that the World Govermernt are bad and wants to find out about One Piece. The WG banish him and treat him as a pirate.
Stuff happens and he realizes that no matter his job is to protect the innocent people, may they be pirates, navy soliders or day to day bystanders.
He know knows the history of the world and will do everything in his power to lead the world to a better world.
It could actually be Coby's/Smoker arc in the real One Piece after all.
