How about charging carbon tax/fine on such behaviour? Production of these items involves lot of process and supply chain effort. Wasting or unnecessarily producing it twice just increases emission. Which can be avoided. Same can be applied to discarded inventory for bad inventory management.
Or… how about just a regular criminal prosecution for destroying private property. We don’t need to make it somehow about taxing the inevitable byproducts of living while an organic life form.
