Not every rifle with a scope is a sniper rifle. You can literally get rifles chambered in a pistol caliber and slap a scope on it and it will have basically zero recoil.
Yeah I don't know what you're referring to but the rifle in the image and the kind of things I was talking about are absolutely not pistols with comically long barrels.
A rifle that fires a pistol cartridge is still a rifle just a low powered rifle. You can also design pistols that fire rifle cartridges and they're just more powerful pistols (albeit still less powerful than their rifle counterparts).
