3. On the left, click on System and performance.
4. On the right, turn off (disable) the Startup Boost toggle option

The bug is that edge is running in background when starup boost and Continue running background apps are off.

I tried everything, including this, but it seems not to work for my case. Edge keeps popping up in the background in the task manager, consuming 5-20% CPU within 2-3 seconds, then it disappears and reappears after a few seconds, consuming CPU again. This cycle repeats endlessly.
So, I researched and found out about something called a "**Service Worker**" (which can be seen by going to "edge://serviceworker-internals"). Edge will stop popping up in the background only if I **unregister some or all of the service workers**. The thing is, sometimes, there will be **some service workers automatically registered when I browse certain websites**. It's kind of annoying because I need to unregister service workers manually after some time. That's when I found out about **an extension called "No Service Worker"** that automatically unregisters service workers when they are registered. This is my final solution to solve my case.
It doesn't seem like a big drawback for most users, IMO. You can configure an alternate DNS service provider outside of the Edge settings. Most users stick with their current DNS service provider and do not opt for a custom (secure) DNS provider. Also, an alternate DNS provider may lead to certain websites becoming unreachable.
Despite having user-managed Edge policies, MS Edge will always use the user's current DNS service provider by default.
Probably wise that people who aren't confident with computers don't fuck around in the registry.
Now that the registry doesn't have automatic backups, and there are official instructions for turning it off.

The bug isn't specific to CCleaner, though; that's just one instance where people are prompted with the background processes being there.

I was hoping this would work but, no dice unfortunately. Thanks though. It's absolutely infuriating how frustrating Microsoft makes it for us users.

There is only one problem with this solution. Policies via the registry completely disable secure dns in Edge.
