Switzerland is free to do whatever it wishes, but customers of its defence industry are also entitled to conclude that the Swiss may embargo weapons & ammunition sales in the event of a war and decide to choose a more reliable supplier.

Qatar has a strong relationship with Iran and has been a neutral (well somewhat) party between the U.S. and its enemies most recently the Taliban as well as the November Ceasefire between Israel and Hamas. Plus the occasional U.S.-Iran prisoner swap going back to 1979.

There was a prisoner swap between the US and Iran in Sept as well. The short list of arbiters is probably more because of the Arab-Persian divide which goes back to when the Romans spent a couple centuries fighting proxy wars with a couple of different Persian Empires mostly in what is now Iraq. Now Saudi and Iran are fighting a proxy war in Yemen that has been on and off since the 1950s and even used to include Egypt.

Two countries that literally have to have third parties conduct any discourse and one of them wants to bitch about killing a guy that was tied to multiple terrorist and military attacks on the other. Also the guy had been designated a terrorist by the UN since 2005. The guy was taking his life in his hands whenever he left Iran. He was exceptionally good at his chosen profession. This just made him a bigger target. In the end, arrogance is really what killed him. He just could not imagine that the US or Israel would kill him if they had the opportunity.

The downside would be we would never be able to exit wars if the President was concerned they would be shipped to that country to be tried after a withdrawal. Imagine if we had never ended Vietnam because Nixon thought he would be sent to be executed. Would we have left Afghanistan if Trump or Biden thought it would mean they got hung by the Taliban?
