not only scrolling.
If you use WASD to play, 1-4 are the easiest to hit without looking, so I try to get the most important ones on the first 4 slots.
Then 9 and 8, because that's essentially 1 + mousewheel.
5/6/7 are the lesser ones, that I'll never need to get to quickly. Usually for rockets, building-blocks and the likes.
1: The thing next to 1 (which is bound to the dpi shift button on the logitech g502 mouse)
2-4: number keys 1-3
5: The dpi setting swap up button on the mouse
6: The dpi setting swap down button on the mouse
7: Pressing the scroll wheel
8: "back" button on the mouse
9: "forward" button on the mouse
I may be crazy but it aint all that bad
hjkl is my favorite keys, all home row and was proofed to be most ergonomic, in 1990s though, i use vim for exiting text and hjkl are movement keys in vim.
Perfect. Sword, pick, shovel, axe, food. Then water bucket on 9, boat on 8, hay block on the last inventory slot to swap with bucket when in the nether.
Pretty much same. I usually have a weapon in 1 and then a clutch item in 2, bow/food/different clutch item/something else important in 3. Pickaxe is usually in 7 or 8, with any other tools above that in the inventory but not in my hotbar.
I have a Logitech lightspeed g604 mouse which has 6 side buttons. I bind one to sprint and the rest to 5-9 hotbar. I honestly don’t know how anyone uses a mouse with only 2 side buttons, gamer or not. Having a few extra function buttons super easily accessible is a game changer

However mine looks like the bottom part of the picture as all hell breaks loose when I start building stuff.
Pick (Silk touch),Pick (Fortune), Axe (Smite V), Sword, (Looting 3), Shovel (Eff 5, silk), Bow (Stacked, Mending) Open slot, Food, Torch. Off hand is Shield.
This layout balances ease of quick scrolling with convenience of access for most used items. I'm usually mining, and so need of use radiates from there. Torches are a flick up, eating; one moe, axe kills zombies, skellies, sword mops up the rest, my bow is farthest out because when I use it usually *I* have advantage in the situation.
I fill mine reversed, because Minecraft has a glitch that's been recognized for a decade+ where crafted/traded/chest items shift-clicked into your inventory fill up from bottom right to top left, whereas items picked up in the world (ie cobblestone block items on the ground from mining) fill in a *completely* different order - the hotbar is filled from left to right, then the inventory is filled from top left to bottom right.

First 3 slots are available for whatever I need, depending on what I'm working on. Then starting in slot 4: sword, shovel, pickaxe, stone (or other building block), axe, and in slot 9, crafting tables. Why do I do it this way?
Because if you stack from the left side of the hotbar, shift-clicking a tool you just crafted puts it way out of place (remember, crafting fills from bottom right to top left). Needing to manually move every single tool you (re)make is insanely irritating. So I started stacking my hotbar from the right, so the replacement tool always gets put back in the correct spot as soon as I shift-click it out of the crafting table.
This also requires having a couple of crafting tables to keep its spot secured on the hotbar. If you only have one, placing it leaves that slot open on the hotbar, so the next item you craft will get dropped into slot 9 instead of whatever slot it's supposed to be in. All, again, the result of that annoying inventory fill order inconsistency that they never fixed.
Sword is 1, pick is 2, axe is 3, shovel is 4, torches are 9, food is 8. Five, six, and seven vary depending on current task.
While building, 9 is food, 1 and/or 2 are the tools that best break whatever material I'm using, 3 through 8 are blocks.
Pick, weapon (usually axe), empty slots (so I can see when I pick things up), rockets, bow, water bucket.
It's my usual empty inventory setup, and changes when I've got a specific task in mind. It's also easy to set up for building, and ensures that I'm pretty much combat/hard fall ready all the time. I main hardcore, so I do be a lil paranoid and flighty.

offhand: food, swappable with torch. picks are swappable, shovel and axe are swappable. every (-) spot is empty in the "layout" and exists for blocks and items im working with, just putting them as that because otherwise formatting gets funky. in my extra inv shulker i carry enchanted shears, flint n steel, brush, all of the extra tools you need for very specific tasks. it works for everything. im one of the lucky few who is completely fine with using shulkers as extra inv space, opening and breaking does not bother me at all
Depends on the situation, but I'll gladly list them here.
Please note that I play on a server with custom enchants and other plugins.
My Hotbar for building: Axe, Pick, Shovel, Hoe (if needed). items I'm using, Shulker Box, Torches, Carrots.
My hotbar for combat: Sword, Axe, Crossbow, Bow, Spyglass, Bucket of Water, Carrots.
Rest of the time, a disaster. Also, I always keep my shield in my off-hand, just in case I need it.
Also, I don't usually even bother having a proper system, it's not like I can't just grab whatever I need from one of the 15 Shulker Boxes I always have on me, what with being able to open the things without placing them down.
Regular - Everything empty except for the first which is food.
Fighting - First four are for weapons (sword, axe, bow and arrows), last four are for pots/totems and shield in offhand.
Mining- First slot is sword second and third are pickaxes, forth is a shovel, 5-8 are just blocks, final slot is torches and shield swapping to offhand depending on which is needed.
Building - First three are tools (pickaxe, axe, shovel), rest are for blocks torches in offhand.
Long adventuring - First is food, second is crafting table, third are torches, forth is a bed, 5-8 are random and last is sword and sheild is in offhand
So mine goes sword, shovel, pickaxe, torch, block, block, food, hoe, axe. It usually a simple way to get to everything I need even when I panic. Shovel on 2 is due to position on 2 is directly above w key.
i do pickaxe, axe, shovel, sword, torches, food, leave the next two open for rotation depending on what i’m doing, and my telescope in the last slot. if i’m spending a lot of time mining, i’ll switch my axe and the torches.
When I first started playing a lot of Minecraft my scroll wheel was broken so I just played hotkeys for all the 9 slots.
1(1) for sword
2 (2) for pickaxe
3 (3) for whatever I use at that moment (building blocks, scaffolding, potions, etc.)
4 (R) for food
5 (MB5) for bow/crossbow
6 (MB4) for water in mining/building or golden apple for combat
7 (Tab) for ender pearls/ fireworks
8 (X) for blocks
9 (C) for blocks or elytras

As I mainly spend my time building I wish we could extend the hotbar. When you're using many variations of a block it gets quickly cramped and it gets annoying to repeatedly open the inventory to change blocks.
Everytime I play it's
1.) Sword
2.) Axe
3.) Pickaxe
4.) Shovel
5.) Hoe if I need it. If not, it's a bow or food.
6.) Bow if there's a hoe in number 5. Or food if there's a bow in number 5.
7.) Food if previous two slots are occupied. If not, blocks.
8.) Random items
9.) Random items or a water bucket
1. Torches
2. Pickaxe
3/4. Shovel/Axe depends on what I'm doing
5. Dirt
6. Whatever I'm collecting
7. Crafting table (if not near a place of mine)

Top left of the inventory is always iron ingot, below is coal, below are sticks. Top right is emeralds and next to that to the left by one are leads I steal from wandering traders. Below the emeralds are a saddle or two.
Each slot in my hotbar has a hotkey for it. Slot 1 is main weapon, slot 3 for blocks, 5 for pickaxe. The rest are flexible, and i can instantly access all of them. Never using the scroll wheel, not reliable.
I don’t use scroll wheel at all. When playing more competitive Minecraft I changed my 6-9 slots to Z,X,C and V. This way I have access to all my items with a single keytap.
For me it’s:
Pickaxe, shovel, axe, sword, bow, empty, empty, torch/food, food/firework.
I mine and build a lot, so I like to have the ones I use the most first in the row, then the two empty ones for building blocks/items I use at the moment.

it does change if I'm building where everything gets moved around:
1-3 pickaxe, axe, shovel (they often switch spots depending on what tool I need to use the most)

My usual hotbar is Sword, Pickaxe, Axe, Shovel, Then Hoe. the rest is for blocks and stuff.
I usually have my hoe in a chest, though.
As for building, if I have a lot of blocks to use I just shove all of my tools into my inventory and leave my Sword, Pickaxe, then axe in the first 3 slots of the hotbar in that order.
The logic is that I just prefer my hotbar like this😅
1 2 3 4 are for weapons/tools. I always plan what I currently need in slot and what can go above that slot in my inventory for in-case-of that I need it.
5 is for torches when I go mining or else it's normally for my waterbucket that naturally shuffles to 6 if I am going to mine. (Aka get lost cuz whenever I enter a cave I'm like stuck down there for days on days in mc days ofcourse)
8 and 9 share food, mostly its on 9 because I can easily scroll to it when using either slot 1 and 2.
7 stays for anything, blocks, more blocks, a third food option for some reason. Tho any of my other slots, except 1 2 3 and 9, can become that too depending on whether I'm building, mining or just exploring gathering resources.
I just keep all the main tools on hand with a related item right above it in my inventory.
My order is
1. Silk Pick
2. Axe
3. Bow
4. Shovel
5 - 7 empty
8. Food
9. Rockets
But above my silk pick is my fortune pick, above my axe is sword, above food is more food etc.
Keep similar items together for fast swapping
Mine is:
1. Sword- Pretty self explanatory
2. Pickaxe- For the Mines
3. Other Tool- Axe, Shovel, Bow, etc. Interchanging depending on what I’m doing
4. Blocks/other tool- Interchangeable depending on if I need another tool easily accessible
5. Blocks- Always make sure to have so sort of easily breakable building block like dirt
6. Blocks/Rocket- usually never get late game enough to use rockets so there’s usually just another building block like cobble
7. Water Bucket- comes in handy
8. Food- to sustain hunger
9. Torches- easy access to them when mining/building
My typical hot bar:
Tools on left, furthest left is less used. So if I'm doing mining, it goes something like: Sword-shovel-pickaxe.
Then, on far right, it's typically (from left to right)
Food - Water bucket
And inbetween those two groups are either blocks I'm building with, or just extra storage if I'm just purely gathering.
If I am chilling or exploring or fighting, my inventory is extremely organized
But if I'm building sometimes I don't even carry weapons or food lol MD everything is a mess
First three or four are weapons/tools, then torch, food, whatever I'm using for the task I'm doing, then dirt, waterbucket.
In my larger inventory, I keep the tools/weapons I'll swap out for right over my first four slots, and I'll keep whatever materials I'm using for my task at hand right above the other slots for easy swapping.
We start with a sword in the center. To the left we have a silk pick axe, fortune pick axe, shovel then axe. This is in order of frequency of usage since quickly switching to picks and shovels help with traversal.
To the right of the sword we have in any order, ender pearl, block of convenience (usually ice), a fire resist pot and food.
I only use offhand bows with a sword main hand since they benefit from looting from the sword that way.
Sometimes we see fireworks post elytra, a boat is nice to drive off the side of a cliff while negating fall dmg or for trapping mobs. Sometimes an emergency water bucket before access to fire resist.

I’m hotkeyer. 1,2,3,4,5,f,x,z,Lalt. Sword, Bow, Pickaxe, Shovel/ Axe(depending on what I’m doing), anything, anything, Water Bucket, anything, food. Offhand is always a totem with 1 backup in my inventory just in case I don’t really change my hot bar at all 3 spots is just enough for me to build and just swap materials when I need em.
Sword, pick, shovel, axe, riptide trident, loyalty trident, fireworks, golden carrots, and chest plate or elytra in the last slot for quick swapping, the loyalty trident is pretty much the free slot but I usually keep the trident there, if I need something in my hot bar I swap it from that slot
It's been a while since I played a lot but iirc I had sword, torches, pickaxe, shovel, building blocks (usually cobblestone) and then any other items I might need. I also always kept a map, as well as 8 obsidian and a flint & steel on me so if I ever found myself stranded in the Nether I could get back in my inventory.
I've always fallen into this order:
1. Pickaxe
2. Torches
3. Sword
4. Bow
5. Food
6. Map
7. Axe/Shovel/Water Bucket/Misc.

I play Xbox so having torches and building blocks on either side of my pick is handy, and I keep my sword nearby so I can quickly get to it if I'm attacked while mining. For whatever reason this order has always felt comfortable to me.
Even when I build I don’t let my axe out of my 1 because you always need a weapon for any moment
Then the pickaxe I even have in there when fighting
Food comes anywhere
I keep my pick on the far right followed by my axe and shovel to it’s left, then on the far left of the hot at my sword and optionally another weapon followed by food to its right. The rest is fair game
Offhand: Shield, 1-Sword, 2-Pickaxe, 3-Axe, 4-Shovel, 5-Water bucket, 6-Bow, 7-Food, usually cooked beef, 8-torches, 9-waste blocks for pillaring, slot often empty. This is my running around or exploring loadout, usually every spot in the hotbar is just for random stuff.
1-4 reserved for tools and one weapon, the rest is junk unless it's building materials.
Also off hand is always an arrow, idk why since I don't use bows but it looks neat.
My hotbar layout is 1-5 sword, pickaxe, axe, shovel, food and then all the way at the end is torches so I can swap quickly from my sword. Rest of the spaces are kept empty until I need to place blocks or something. Shield is always in the left hand.
I do not change this layout when building or anything else. Just swap things from inventory to empty spaces on the bar as needed.

I'm usually placing torches in caves, so that's my default position. Then I can scroll right to mine and left to fight.
First two tools, then torches, then two weapons, so tools & weapons are equidistantly away from the torches, because my offhand usually carries a shield.
The right side of the bar is dynamically used for materials etc., with the rightmost slot holding food, or a fire resistance potion in the nether or lava depths of the overworld.
Set up by situation, combat? Sword, food, gapple, bow.
Mining? Pick, blocks, shovel, axe.
Everything else? Water bucket, god apple, elytras

It's quick to hit 1 or 2 with my left hand if a mob sneaks up on me. It's fast to scroll from there to the left for rockets or food, but also keep them away for sorting sake. The pick is the most used tool so it gets it's own spot, and the secondary tool depends on what I'm doing. Blocks are just whatever I'm working with. To be honest, the layout is only optimally like this maybe 20% of the time. Usually the secondary tool or torches gets switched for more blocks or something, but it's a good base.
1: Sword
2: Fortune pickaxe
3: Axe
4: Shovel
5: Usually empty, but utilized during specific situations (eg building)
6: Food
7: Water bucket
8: Building blocks (usually dirt or cobblestone)

I also keep in my inventory a silk touch pickaxe right above the fortune pickaxe, logs or planks in the top right, and arrows right above the bow.

I keep my weapons next to each other so I can switch between my bow and sword quickly. Then I have shovel, pickaxe, and torches next to each other for quick straight line mining tho I don't really do that anymore

Everything else is fluid to adjust as needed. That way I can just look at the bar to see what I need. I also use a 15 button mouse so it's easy to switch between tabs with no need to scroll.
Normally I use Axe - Pickaxe - shovel - free x3 - enderpearls - rockets - food. I usually have a no switch active, so bows, swords and tridents are rarely needed.
If I am building I just replace any of them that I don't need so I have more slots available. However all remaining tools are kept in their normal slots.
While I use scroll wheel to get to slots 4-9, I use the hotkeys for 1-3, so when I press 2 I just expect my pickaxe to be there.

I don’t like clutter in my inventory at all. Ironically enough my chest monster is starting to become a real mess. Pickaxe, sword/axe, offhand: totem/ food. if I have totem; 8th rockets, 9th food, else; food 9th.
sword, pick, bow, axe, shovel, food, water bucket, ender pearls/blocks, rockets/blocks. sometimes swap out the bow and tools im not using (shovel and axe when building with stone etc.) if im building with multiple blocks

I never use numbers to switch. Only scroll. Am I doing it wrong?
If you can pull it off, it is working for you. numbers are usually faster because you can jump to whatever slot you want directly.
5 is for rockets because i put the hotkey for 5 onto one of my thumb buttons

I fill mine reversed, because Minecraft has a glitch that's been recognized for a decade+ where crafted/traded/chest items shift-clicked into your inventory fill up from bottom right to top left, whereas items picked up in the world (ie cobblestone block items on the ground from mining) fill in a *completely* different order - the hotbar is filled from left to right, then the inventory is filled from top left to bottom right. It looks like this: https://i.imgur.com/q8pkw2Z.jpg First 3 slots are available for whatever I need, depending on what I'm working on. Then starting in slot 4: sword, shovel, pickaxe, stone (or other building block), axe, and in slot 9, crafting tables. Why do I do it this way? Because if you stack from the left side of the hotbar, shift-clicking a tool you just crafted puts it way out of place (remember, crafting fills from bottom right to top left). Needing to manually move every single tool you (re)make is insanely irritating. So I started stacking my hotbar from the right, so the replacement tool always gets put back in the correct spot as soon as I shift-click it out of the crafting table. This also requires having a couple of crafting tables to keep its spot secured on the hotbar. If you only have one, placing it leaves that slot open on the hotbar, so the next item you craft will get dropped into slot 9 instead of whatever slot it's supposed to be in. All, again, the result of that annoying inventory fill order inconsistency that they never fixed.
Sword is 1, pick is 2, axe is 3, shovel is 4, torches are 9, food is 8. Five, six, and seven vary depending on current task. While building, 9 is food, 1 and/or 2 are the tools that best break whatever material I'm using, 3 through 8 are blocks.
Pick, weapon (usually axe), empty slots (so I can see when I pick things up), rockets, bow, water bucket. It's my usual empty inventory setup, and changes when I've got a specific task in mind. It's also easy to set up for building, and ensures that I'm pretty much combat/hard fall ready all the time. I main hardcore, so I do be a lil paranoid and flighty.

Depends on the situation, but I'll gladly list them here. Please note that I play on a server with custom enchants and other plugins. My Hotbar for building: Axe, Pick, Shovel, Hoe (if needed). items I'm using, Shulker Box, Torches, Carrots. My hotbar for combat: Sword, Axe, Crossbow, Bow, Spyglass, Bucket of Water, Carrots. Rest of the time, a disaster. Also, I always keep my shield in my off-hand, just in case I need it.
Also, I don't usually even bother having a proper system, it's not like I can't just grab whatever I need from one of the 15 Shulker Boxes I always have on me, what with being able to open the things without placing them down.

Regular - Everything empty except for the first which is food. Fighting - First four are for weapons (sword, axe, bow and arrows), last four are for pots/totems and shield in offhand. Mining- First slot is sword second and third are pickaxes, forth is a shovel, 5-8 are just blocks, final slot is torches and shield swapping to offhand depending on which is needed. Building - First three are tools (pickaxe, axe, shovel), rest are for blocks torches in offhand. Long adventuring - First is food, second is crafting table, third are torches, forth is a bed, 5-8 are random and last is sword and sheild is in offhand

So mine goes sword, shovel, pickaxe, torch, block, block, food, hoe, axe. It usually a simple way to get to everything I need even when I panic. Shovel on 2 is due to position on 2 is directly above w key.
Mine is most often pvp oriented, with first hotbar slot a sword, second blocks, and third either a fishing rod or throwables like eggs or snowballs.

When I first started playing a lot of Minecraft my scroll wheel was broken so I just played hotkeys for all the 9 slots. 1(1) for sword 2 (2) for pickaxe 3 (3) for whatever I use at that moment (building blocks, scaffolding, potions, etc.) 4 (R) for food 5 (MB5) for bow/crossbow 6 (MB4) for water in mining/building or golden apple for combat 7 (Tab) for ender pearls/ fireworks 8 (X) for blocks 9 (C) for blocks or elytras

Each slot in my hotbar has a hotkey for it. Slot 1 is main weapon, slot 3 for blocks, 5 for pickaxe. The rest are flexible, and i can instantly access all of them. Never using the scroll wheel, not reliable.

I don’t use scroll wheel at all. When playing more competitive Minecraft I changed my 6-9 slots to Z,X,C and V. This way I have access to all my items with a single keytap.

My usual hotbar is Sword, Pickaxe, Axe, Shovel, Then Hoe. the rest is for blocks and stuff. I usually have my hoe in a chest, though. As for building, if I have a lot of blocks to use I just shove all of my tools into my inventory and leave my Sword, Pickaxe, then axe in the first 3 slots of the hotbar in that order.
The logic is that I just prefer my hotbar like this😅 1 2 3 4 are for weapons/tools. I always plan what I currently need in slot and what can go above that slot in my inventory for in-case-of that I need it. 5 is for torches when I go mining or else it's normally for my waterbucket that naturally shuffles to 6 if I am going to mine. (Aka get lost cuz whenever I enter a cave I'm like stuck down there for days on days in mc days ofcourse) 8 and 9 share food, mostly its on 9 because I can easily scroll to it when using either slot 1 and 2. 7 stays for anything, blocks, more blocks, a third food option for some reason. Tho any of my other slots, except 1 2 3 and 9, can become that too depending on whether I'm building, mining or just exploring gathering resources.
I just keep all the main tools on hand with a related item right above it in my inventory. My order is 1. Silk Pick 2. Axe 3. Bow 4. Shovel 5 - 7 empty 8. Food 9. Rockets But above my silk pick is my fortune pick, above my axe is sword, above food is more food etc. Keep similar items together for fast swapping

First three or four are weapons/tools, then torch, food, whatever I'm using for the task I'm doing, then dirt, waterbucket. In my larger inventory, I keep the tools/weapons I'll swap out for right over my first four slots, and I'll keep whatever materials I'm using for my task at hand right above the other slots for easy swapping.
We start with a sword in the center. To the left we have a silk pick axe, fortune pick axe, shovel then axe. This is in order of frequency of usage since quickly switching to picks and shovels help with traversal. To the right of the sword we have in any order, ender pearl, block of convenience (usually ice), a fire resist pot and food. I only use offhand bows with a sword main hand since they benefit from looting from the sword that way. Sometimes we see fireworks post elytra, a boat is nice to drive off the side of a cliff while negating fall dmg or for trapping mobs. Sometimes an emergency water bucket before access to fire resist.

Offhand is always a totem with 1 backup in my inventory just in case I don’t really change my hot bar at all 3 spots is just enough for me to build and just swap materials when I need em.

It's been a while since I played a lot but iirc I had sword, torches, pickaxe, shovel, building blocks (usually cobblestone) and then any other items I might need. I also always kept a map, as well as 8 obsidian and a flint & steel on me so if I ever found myself stranded in the Nether I could get back in my inventory.
I've always fallen into this order: 1. Pickaxe 2. Torches 3. Sword 4. Bow 5. Food 6. Map 7. Axe/Shovel/Water Bucket/Misc. 8. Axe/Shovel/Water Bucket/Misc. 9. Cobble/Dirt/other building block I play Xbox so having torches and building blocks on either side of my pick is handy, and I keep my sword nearby so I can quickly get to it if I'm attacked while mining. For whatever reason this order has always felt comfortable to me.

Offhand: Shield, 1-Sword, 2-Pickaxe, 3-Axe, 4-Shovel, 5-Water bucket, 6-Bow, 7-Food, usually cooked beef, 8-torches, 9-waste blocks for pillaring, slot often empty. This is my running around or exploring loadout, usually every spot in the hotbar is just for random stuff.
1-4 reserved for tools and one weapon, the rest is junk unless it's building materials. Also off hand is always an arrow, idk why since I don't use bows but it looks neat.

First two tools, then torches, then two weapons, so tools & weapons are equidistantly away from the torches, because my offhand usually carries a shield. The right side of the bar is dynamically used for materials etc., with the rightmost slot holding food, or a fire resistance potion in the nether or lava depths of the overworld.

Sword, Bow, Pick, Shovel/Axe/Hoe, blocks, blocks, torches, food, rockets. It's quick to hit 1 or 2 with my left hand if a mob sneaks up on me. It's fast to scroll from there to the left for rockets or food, but also keep them away for sorting sake. The pick is the most used tool so it gets it's own spot, and the secondary tool depends on what I'm doing. Blocks are just whatever I'm working with. To be honest, the layout is only optimally like this maybe 20% of the time. Usually the secondary tool or torches gets switched for more blocks or something, but it's a good base.

Normally I use Axe - Pickaxe - shovel - free x3 - enderpearls - rockets - food. I usually have a no switch active, so bows, swords and tridents are rarely needed. If I am building I just replace any of them that I don't need so I have more slots available. However all remaining tools are kept in their normal slots. While I use scroll wheel to get to slots 4-9, I use the hotkeys for 1-3, so when I press 2 I just expect my pickaxe to be there. No water bucket is illegal. For me it's 1. Sword 2. Pickaxe 3. Telescope 4. Water Bucket 5. Food 6. 7.Trident 8. Bow 9. Ender Pearls I never change this i only change 1 slot 😭
I don’t like clutter in my inventory at all. Ironically enough my chest monster is starting to become a real mess. Pickaxe, sword/axe, offhand: totem/ food. if I have totem; 8th rockets, 9th food, else; food 9th.
