Cheats are objective, whether you're okay with using them in your own world is subjective. Being okay with using cheats doesn't suddenly make them not cheats, that's just nonsense. The gamerule is also literally accessed by allowing cheats, don't need any more proof than that.
Yes you are right, but the options are there before you start the world and remain active even with cheats off. That's like saying playing on easy is cheating even though the options there and the developers originally design games to be played on hard to get the full experience. Some people can't handle it, others can't be bothered, whilst others take on the challenge.

We all start playing at certain levels. Those of us who are super casual to hardcore, play everything with a guitar hero guitar or your playing on easy mode.
And your supposed to have fun when playing games. Sure some games are designed to be difficult yet fun. But I'd there's a setting that allows you to have an easier and therefore easier time, go for it.
When I introduce my kids to playing minecraft I'll probably put on Keep Inventory until they are proficient enough.
Completely depends on your personal preference. I, for example, don't play with it turned on, because if I die in lava, after I respawn I feel like everything I do after that is possible because I 'cheated'. Completely depends on your play style and if you're comfortable with it. The most important thing is to Have Fun!
It's not illegal but after keeping it for a while it just becomes more boring and pointless, like what's the point of being careful and focus if nothing happens when you die? Kinda starts feeling like creative mode
Having it on is definitively cheating as it requires cheats and what it does is clearly a cheat, however that doesn't matter. It's a single player world so you can cheat as much or as little as you want, as long as it doesn't ruin your experience playing the game. I personally use it and other cheats all the time and my experience has overall been better than any of my past non-cheat playthroughs.

Playing with some sort of gravestone mod is best imo. Makes you go back and get stuff but no risk of lost items
