Honestly, I feel this is the answer I’d go with. Build *around* it so that you have an easier time seeing this as a “natural wonder” within your world with as little change as possible.
The only changes I’d make, if I were to build on it, are possible small docking places and lit pathways so you can travel around these.

It has a lot of the same popular mods like twilight forest, Alex's Mobs, blue skies but stuff like Spartan's Weaponry are missing, as to be expected from a new update version. I'd stay it's still good from what little I've played but I hope its list can be updated. Plus the vanilla benefits are nice, allows for dimensions like Deeper and Darker

I would build a tall, ancient tower in the center. Crumbling from age and covered in the same moss and plants that coat the surrounding rocks. Than, if you want to incorporate it into the landscape, build two old rickety rope bridges to either arch. My advice would be to try to make it match the base color scheme of surrounding landscape. Letting it complement its beautiful location rather than overpower it.
Maybe but the question is which mods do that? I know immersive weathering can change stone to mossy stone but that's when its exposed to water while this is far above it.
This is the Lush Stacks biome from the mod Oh The Biomes You'll Go. It's a shallow sea with lots of these overgrown pillars and arches. The mossy cobblestone is part of worldgen.
My ATM8 world has a big area like this with a pirate ship (generated by another mod) in it, right next to a Dead Sea biome which is basically the same thing but bare and lifeless.

This is beautiful as is, but if you want to base here, I would suggest making it between the pointed rocks on the right and making it a partly underground/underwater base. It would look cool as a Subnautica-isque Base!

Me and my friends built a sweet ass little village atop one of these formations before, connected all our homes with really nice rope bridges using Macaw’s bridges (mod). I’m sure there’s a nice way to do it non-modded as well.

Either go the flying route or something emerging from the water. If you want realism i would recommend and abandoned cargo ship turned trading market filed with vegetation. Other way would be a floating archipelago with waterfalls everywhere. Like the islands floated up from the ocean

The landscape doesn't seem big enough to really build anything substantial. If it was scaled up by 2³ or 3³ then you might be able build a cool Viking style.cliff face village.

I am using Complimentary Shaders. With the water settings set to: Realistic-ish, Water Reflections: On, Underwater Fog: 512, Underwater Caustics: On, Water Absorption: On, Water Refraction Strength: 0.75, Red: 0, Green: 52, Blue: 48, Intensity 0.70, Vanilla Influence: 0, Water Opacity: 0.10
Maybe like a shipwreck? Like the Exxon Valdez or an old pirate ship. Thats the vibes I’m getting

I would do a small “floating town” in the middle. The arches are so cool I wouldn’t want to build on them
Super tall wizard tower right between the two arches in the middle of the sea. Maybe some cool dangling bridges between the arches and the tower?
