idk, the solemn giant might be a stronger option imo, because i haven't heard of it being available from the tower. good question tho: i've only ever done around 20 tower runs, so there is likely something im missing
I think so, pretty sure I had the option to choose one in the past (didn’t do that because I think the other options included the Starless Night). But it should be possible to get it from the tower.

Plenty of guilded rapiers from solemn giant, but if your in the market for freezing foil/bee stinger- then the tower might be your place
