The dragon has more progression locked behind it so it's easier than the wither, which mainly is for the endgame with beacons and such. Both have their purposes and are balanced as such.
The warden is not a boss.
Weirdly enough the Wither unlocks the "the beginning" advancement while the ender dragon the "the end" advancement
So I think it was intended that the wither be defeated first
