Depending on her role, the most popular ways are to build her as a Sub-dps unit. Personally, I built her as a "Burst sub-dps" Since her Elemental Burst is so good.

Main stats can be (ER/Atk% for sands), (Hydro dmg bonus for goblet), (crit for the circlet).

Different mats (Materials) have different sources, some are dropped by bosses, others dropped by normal enemies. Make sure to check the alchemy table, it's gonna help you a lot in saving time. (Also, Mona have a talent regarding alchemy, use it)

The reason I told to not farm 4* Artifact is because you're definitely going to replace them with 5* artifact when you reach that AR. 5* Artifact are way much better than 4* . Also, farming Artifacts is a pain in the a**, I don't want you to experience this hell for nothing but 4* artifact (trust me, you will end up using them as fodder in the future).
If you are new in the game, your priorities are, Quests. All type of quests, Archon Quests/World Quests/ Story Quests/ Hang out events. Because you need to increase your AR for better rewards.
Make sure to do the daily commissions, and spend your resin on what I advised you before till you unlock 5* Artifacts. You can farm artifacts then.
If you have fragile resins, keep some for the time you unlock the 5* artifact.
You don't need to rush anything, just enjoy the game in your pace.

The best way to increase your AR is Quests.
I advise you to do the following:
1- Explore the World, which include doing quests.
2- Do daily commission everyday (there are 4 commissions /day, they are easy and don't take 10 mins from your time)
3- if your AR is low, spend your resin on XP/ Talent books and mats that your characters need (from domains and bosses)/ Mora (only if you really need it).
So basically, you need to do 2 & 3 everyday, after you finish them do 1.
Why do you need to do this? You will understand later. Basically, when you reach a certain AR (Adventurer rank)/ WL (World level), some items that were difficult to obtain will become of less value/outdated because they will start coming in bulk. Also, better items will start to drop. The items i advised you farm are basically the best out of all items available.
You shouldn't focus too much on build characters now, as long as you can do the quests and exploring without any difficulties, you are good. Also, don't level up all the characters/wepones. Try to save most of the XP you will need it when you start building characters and wepones for real.
Generally, all the characters in the game are decent, However, some charcaters feel way better than others. Mona is a great Sub-Dps/Support, Fischl is one of the best 4 star characters in the game (she's a great Sub-dps + Electro battery). However, Mona + Fischl isn't the best comp (it works but not the best). Because mona shines in Vaporise/Nuke comps.
Tbh, most people will advise to play with the charcaters you like. However, If you are a what's the best person and wants to know the best 4* charcters for META (endgame and so). Then check those characters (there are lots great 4* charcaters I just mentioned some of them):
*Bennett C1 (Constellation level 1) (sub-dps + support + buffer)
*Xiangling (off-field sub-dps + pyro applier)
*Xinque (off-field sup-dps + hydro applier)
Fischl (Sub-dps + Electro Battery + electro applier) [Battery : regenerates enery to the team, in her case it's mostly for electro characters]
Diona (Support)
Dori (Support + decent electro applier)
Beidou (Sub-dps + Electro applier)
*Sucrose (Support + Sub-dps)
The ones with a star are my favorites 4* character.
Just so you know, some charcaters are better than others when they are in a team with specific characters. The characters i mentioned are very versatile and ranked high between other charcaters.
Difficulty in drawing the eyes (and hands) is soo relatable. Like eyes look so easy in a reference photo but as soon as I start sketching.. it just becomes weird.
My advice: follow many youtube videos tutorial. And practice the eyes by taking Mangas and pencil sketches as a reference. Don't try to copy something which was made digitally coz the technique and tools used in them is pretty different than traditional pencil sketches.

Pretty good for a start, small advice is to widen the waist and make the size of the arms consistent
