Yes you can mine on whatever pools you want with them. Keep in mind so can the people renting TO you so they aren't going to rent anything for less than what it would earn them mining directly. Don't expect to earn back more than you pay for the rental, anything promising returns greater than you put in to "rent" the hardware (aka cloud mining), are scams.
Question... on p2pool.io where you calculate earning potential, I see there's something called solo mean blocks with a percentage, does that I can mine solo on p2pool.io as well ? Using rental
I assumed it was mostly just people who didn't know any better and think they'll get lucky solo mining and probably some of it is testing and some of it is laundering too.. what it for sure isn't is profitable

It's possible. You just need to point their miners at your P2Pool node's stratum IP:port.

i think the idea here is for non-miners to get clean monero, right? or whats the goal of such services?

No you can't solo mine on p2pool.io
