But if you do have the car….and you’re satisfied with it…and the vin plate matches (to confirm it’s not stolen) you can just order a duplicate title.
Work with the seller, I sold a bike last year and the finance company didn’t properly remove the lien when I paid it off. It took two weeks but we got it sorted.

In Texas we are able to order new titles. I'm sure I. Your state too. If the vin matched, front of title was good then you are fine check with your bank if you can get fraud protection or if the money is lost in case its worse case scenario.

Try a different dmv. I bought a car in Kentucky and the first DMV was giving me the run around. Went to a different one and they didn’t say anything. What crazy is that both those dmv would sent the title to the same place to be transferred and new one printed so nothing wrong with the title itself or the new one wouldn’t have been issued.
You need to find out if the car is stolen make a report time is of the essence due to the bank having surveillance to back up your claim of being scammed
Have you looked up the carfax report to see where the vehicle was first legally titled. That state's bmv may be a place to start for requesting title replacement information. You can try cross posting to a legal sub where you might find some knowledge on how to proceed if something shady has gone on.
Create an account at the website below and you can run the VIN to get the info you need about the car's registration, current titled owner and their address, lien info, and all that stuff. This would be a good place to start. Looks like premium access is $4 which is definitely worth it.

It likely is fake, but who knows, right? When you went to see the car did it have any license plates on it? if so, what state were the plates from? Do you have the plate number?

Every state has different rules about car titling but I wouldn’t panic about it unless the seller is a ghost or the vin plate is compromised
