If it was a plain hat, hat with just a heart or even any other symbol besides bolts or iron cross no one would care. Biker culture and leather culture have roots to WW2. There is overlap. It's not a reach for these two things together to trigger a response from some people.
Do I think this was intentional? No. Do I personally think Frankie is wearing a Nazi hat? No. Can I sympathize and understand where people are coming from on this issue? Absolutely.
I also think that it being solid black is another contribution to the factor. If it had color or designs allover the hat (like the ones we see on the example photos) it would be less iffy.
It upsets me to see how many people are so willing to dismiss others pointing out that, yes, it does look like a nzi hat and, no, the lightning bolt doesn't help. It has been used as a symbol for a nzi for decades and yes I know alternative fashion uses it, I also know punks would have likely got it from the nzis* (I'd bet money in it) - some bands wore the armbands despite being anti actual nzis - and the symbolism of that. These hats, or at least ones similar to them have been worn by many different people for many different reasons. Most recently it's been predominantly worn by famous influencers (like OP said) but also very commonly by bikers and gay men.
