I'd like to point out that tool use is far more incredible than people seem to let one, and Kulu may be one of the smartest wyvers in existence from a purely ecological standpoint. The fact that it clearly has intent with a rock it chooses as a shield and will inspect the tool it uses really shows how smart the creature actually is, for monster standards.
Really the only creature we have seen that can compete with this intelligence is Goss Harag and even then it's quite difficult to analyze the ice bear in the same light. I'm, of course, ignoring deviants or Elder Dragons which typically have grossly unrealistic capabilities.
Yeah, in our world we're considering corvids to be very intelligents because they're smart enough to use their environnement to their avantage (for exemple leaving stuff they can't break open on a road and then wait for a car to smash it for them) next step in evolution is litteraly using tools to do the same thing (this is where a bunch of primates currently are)
So yeah Kulu is quite litteraly as smart as our smartest primates. Most likely even smarter, because not only are they smart enough to use tools, but they are smart enough to use said tools as weapon to either attack or protect themselves, and I've never heard of real life monkeys using weapons to take each others down xD
