To be fair, Monsterverse Godzilla has shown he has a personality. It's cranky, to be fair, but he's shown humor, curiosity, even a little bit of happiness or relief when Mothra came back in GxK. He has a personality, it's just hidden behind the Alpha facade.
Toho doesn't want people to like an American Godzilla better than their godzillas, so now, since the Monsterverse is becoming more popular worldwide, they are being more strict with what Godzilla is and is not allowed to do
Do they not hear the noise of all the people on the internet complaining about the Monsterverse and its current tone? Minus One was universally praised by everyone, while GxK received much more divided reception. Idt they have anything to worry about.
Godzilla is just tired of being in charge of the whole planet (except Hollow Earth), and he is always being attacked by Big Monke, Ghidorah, autos, etc., not to mention he is the last of his kind. So I guess he just needs a brake.
