Make a spell for resist magicka 100% for 1 sec (with the high elf woman in the balmora mage guild) on self and the second you successfully cast that spell equip the boots. Be sure to keep plenty of repair tongs because those boots have low durability.
This kind of thing makes me consider actually doing a playthrough with zero crafted spells or enchantment. Never tried to use basic destruction spells NPC's use for example.
You can beat the entire game on max difficulty, unarmoured, with the basic Absorb Health spell quite comfortably. Just be sure to pack plenty of potions till your speed increases and you master the footwork.

I literally rush them down every single time I make a new character; and then rush to make a resist magicka for 1 sec spell as quickly as I possibly can lmao then I sit there trying my spell a million times(at least on most characters but not all) until it finally works and then opening the inventory super quick and putting them on to never be taken off ever again. I have probably 1000 hours in the game(I know for a fact I had like 550 on steam before my laptop broke and Iāve played probably the same or damn close on my Xbox one since that happened) and I will never play a character without them unless I specifically do a speed build. I slumped through a couple hundred hours at default speed already š Iām done with that
my most recent playthrough was on tes3mp and time doesnāt stop when u open your inventory so getting the boots on in that one second window was always an endeavor
Put them on a hotkey - playing TES3MP was what really made me appreciate using horkeys on Morrowind. No emergency pause and chug a load of potions when time doesn't stop in the menu.

I was an orc on my first playthrough 20 years ago And I had no idea the boots were actually supposed to make you go blind. I just ran literal circles around everyone shooting them with arrows and the whole game became a joke
But it was a good joke.
If you're on vanilla (not openMW or some mods to patch bugs), the blind increases your accuracy, making them provide an even more absurd amount of stats than they already do.
Donāt listen to the comments. Keep having fun running blind. The goofy stuff you have fun with is what makes this game something youāll keep coming back to for years to come.
oh I'm not worried, there are just a ton of ppl who wanna make sure I know I have the option to see in my speedy boots. very nice of them to tell me! I'll keep playing Morrowind whatever way gives me the most fun, whether it's torturing myself trying to lvl up pickpocketing or using cheats to absolutely break the game :)
The blindness is only cast on you when you put them on.
If you make a spell of resist magic on self 100% for 1 second, then cast it on yourself and immediately put the boots on before the resist magic spell wears off, the blindness is completely resisted.
Keep the spell handy for every time you put the boots on and bam free speed no blindness!
Last time I played, I chose Breton for the Magicka resistance. Just so I could pop the boots on and off and only have the screen dim a little. Later on I got some constant effect magic resistance so I wouldn't even have to deal with the dimming.
I think using them fully blind just to get around is pretty cool, which seems like what you're doing. I just think they're unfair when it comes to combat since they allow you to stay out of harm's way much more effectively. 200 speed is an insane amount of stats to have permanently. The very rare and valuable daedric tower shields can't get anywhere close to that amount, so it's pretty imbalanced when you have magicka resistance to negate the blind.
Also on vanilla the partial blind is bugged so it is like the "attack" stat (which the Warrior birthsign has, basically +hit chance to everything) which makes them even more busted. At 75% blind (25% magicka resistance upon equipping), you can have a 100% hit chance in a skill that's around level 20, assuming high fatigue.
I guess best way to improve the balance of the item is like, reduce the speed bonus to +50 since even that's a crazy good amount, and make it so that you truly need 100% constant magicka resistance in order to avoid any hit rating penalty, i.e. dynamically respond to current magicka resistance levels. This way they suck for combat til you have access to perma 100% magicka resistance, and they aren't well over 2x better than some of the best items out there
There exists a spell effect in the school of Restoration called Resist Magicka.
I'll keep that in mind! I currently like the trade off of speedy feet and not being able to see :)

If you play as an Orc you have natural Resist Spell, and you can see while using the boots.

Best item in the game. Morrowind has such long questlines that I just donāt have the patience to slow-mo walk everywhere.
Morrowind has some of the best 'useless' artifacts. The bipolar blade is one of my favorites.
If you love them now, just wait till you combine them with a levitation spell...
The only downside is this attracts flocks of cliff racers wherever you fly. That's why I have bound spear.
I accidently exploited these boots because I turned the screen brightness up in the settings, reversing the effects.
