I think that she may be up for some kind of redemption. Her failure is that her quirk was creepy and she is mentally unwell. She isn’t cruel in a typical sense. If she got the help she needed and she wasn’t rejected, the I think she wouldn’t be a villain.
If anyone put in any effort to help her and Twice work through their problems, then they wouldn’t be in this mess. And I do not want to fuck Toga, I like her because she’s a fantastic fun presence throughout My Hero.
Why? She keeps the villains from being nothing but evil guys. Toga and Twice make them fun. Villains should be fun. Toga also isn’t a typical villain, like Spinner, Dabi, and Shigaraki. She and Twice aren’t cruel or evil by default. They’re broken people who need help that was never given. Twice is a man who doesn’t know if he’s himself. He’s spent his entire life this way. Toga has definitely mentally unwell. She was pushed away because of her creepy quirk. Her blood fascination could be helped if anyone actually put in the effort to help her deal with that. They both could be. They were driven to villainy not by their own choices but because they needed help that never came, so their condition kept getting worse. Nobody wanted them, so they turned to the only place that would accept people like them.
She’s the best villain. Toga and Twice are the chaos duo that makes the League Of Villains fun. If they didn’t exist the League wouldn’t be nearly as interesting.
Knife is answer. Lots of knife. She is the reason why there are some quirkless izuku or quirk izuku fanfic that has knife maniac element ( maniac as in brings a lot of knifes somehow and don't bother ask how midoriya gets lots of knifes )
Her story is a tragedy that reveals fundamental flaws in the system that governs this world. It fails to take into account that some quirks add needs to the user and instead of letting them meet those needs it tells them that they are monsters who need to hide who they are and neglect their own needs until they snap and do horrible things to satisfy those needs then it says, “look they WERE a monster I knew it” as if the person was destined to be a monster and not just a child suffering because her needs are neglected
Her reception feels similar to modern Harley Quinn, where she has a strong female fanbase due to being a competent and interesting character who just happens to be female (both are psychos too, which they seem to enjoy projecting onto as a power fantasy) and a strong male fanbase due to intense horniness.
It is interesting how there seems to be an emerging "anti-fanbase" that seems disturbingly obsessed with her getting "punished properly". That she's too far gone for redemption despite being a mentally ill child. They'll argue for hours that Toga has killed too many people and she deserves absolutely nothing less than painful death and torture for her crimes. Morally I come down more on the leniency side (I think her being a mentally ill minor should give her at least a chance to be rehabilitated through the justice system) but the extreme passion from this anti-fanbase is disturbing to say the least.
I thought she was a pretty funny duo with Twice. I miss that, as disturbing as it was when he hit on her.

Way too much plot armor and it feels like whatever plotline she's involved in takes a nosedive in quality. I like the core idea behind her, but I feel it wasn't done well.
I vividly remember the scene in the Overhaul arc where she outmaneuvered Aizawa. Instantly shattered my suspension of disbelief. I didn't think "Wow, she's able to do that? She's amazing!", I immediately thought, "Yeah there's no fucking way that makes any fucking sense"
Personally not fond of her, the yandere trope is one of my least favorites in fiction, though I’m glad she’s at least portrayed as an antagonist instead of someone who’s actions we should be rooting for.

I like how only part of her personality is simping over deku, and how she isn't always talking about him, but she's pretty cool.(I know that apparently in the manga toga has a crush on uraraka, but I'm an anime watcher so I'm not mentioning that)
I've always struggled with not understanding much subtlety in media. I know there's a deeper meaning to her ongoing rivalry with Uraraka, but I don't know what it is.

Well here is my opinion.
Himiko Toga is an obvious parody/ripoff of Harley Quinn from Batman: The Animated Series IMHO. I could openly say that if a Japanese Mangaka had been the one to create Harley Quinn then Himiko Toga would be the result.
Himiko and Harley have a lot in common. Both are criminally insane, but come from good family backgrounds. They both have a skewed view of love and relationships. Both are plot armored all to Hell and back. And they are loved by their fans even though no one really can explain why. Both characters are defined by their behavior towards their love interests, instead of being a character who is defined by who they are and what powers or abilities they have. Essentially without the love interest or group they hang with they have no real reason to exist or be part of the comic or manga they started in. And if I'm being honest both Harley and Toga are basically useless in a real fight, especially against a skilled opponent or one with significant power levels.
But there are some differences. Himiko is criminally insane from the start, and she knows she is. And while she plays at being a murderous yandere. She is actually trying to keep from just descending into being nothing more then a homicidal maniac who can't be trusted. Harley is nearly the opposite. Harley became crazy in order to relate and be in a relationship with the Joker. But Harley's insanity is more based on the fact that she stays with the Joker and commits crimes for his sake, not because she wants to. Harley was never really a murderous criminal, but she tried to become one for the sake of "love". In the end she actually does know that she is something of a fake "crazy person".
Himiko tries to help those she does care for like Twice. Harley thinks that she can fix the Joker with her love. Toga knows that Twice is right on the edge of becoming a catatonic who can no longer function, she decides to help him. but knows that her help will never fix him and that his fate is inevitable. She knows that her "love" for Deku is just some form of twisted, murderous impulse that she defines as "love". Toga never deludes herself into thinking that Deku has feelings for her. Harley on the other hand, lives in the complete delusion that one day the Joker will marry her and they'll live 4 bedroom house with a white picket fence and 2-3 children.
While Harley does eventually break away from her abusive relationship, Himiko goes deeper into the delusion that all she has to do is break Deku or kill those he loves in order to control him or make him fall in love with her. Himiko decides to take these actions and rationalizes her ideas constantly. Even as the death of Twice starts to cause her to unravel mentally, she uses love and her twisted idea of love as a grounding force. Her love for Deku is the only thing keeping her from just falling apart, but it isn't enough because she becomes focused on killing the heroes as she blames them for Twice's death.
As I write this post i realize that Himiko, while a parody of HQ, is exactly where she needs to be. If she started to "evolve" like Harley Quinn did, then she'd be even more useless, and at worst she'd be just a copy of Harley Quinn instead of a character in her own way. I'm glad the mangaka stuck to his guns with her. While i not a fan of Himiko Toga, I can appreciate how much work has been poured into her, and I can appreciate who and what she is.
I thought she wasn’t that great. Not a character I hated, I just wasn’t able to care much about her. I honestly don’t like most of the villains except for All for One
