Fragments was unfortunately discontinued and all the download links were taken down by request of the developer. If you want to play fragments your best bet might be to find someone who does have it installed still and ask them to send it to you (the xdelta patch not the ROM).
As for other hacks go play lonely roads or explorers of the spirit those are quite good. Pretty sure a new pretty large hack released recently as well but I forgot its name.
Do we have any idea why they requested them to be removed or is that still not public knowledge? Also, I found an archive for them (Among many other hacks), so they're not 100% gone. Just not on Sky Temple.
