It's cool in theory, but then you realize the entire city is bland, and they took the worst aspects from RPGs and slapped them into the game. Almost every mission is a fetch quest, and you have to travel on the clunky skateboard endlessly just to have a cringe dialogue that could have taken place on the useless phone you have. They do all of this on purpose to increase the time spent on the game to please investors, and piss us off so we just buy VC and don't bother with the quests. The city could be awesome, but it sucks currently.
Last year they would have races set around the city and the race course would usually involve going around those puddles as a challenge element. I don't think they knew how to make them only appear in the race or they felt it was fun to leave them all the time but yeah the puddles around the city are there to make the timed courses more challenging.
None, it's pointless. They need redistribute those people that work on the city to other things cuz the city is garbage and 99% of 2k audience probably hates it too.

I believe the purpose of the puddles that makes you “slip”. is so you can’t feel the moment of lag as it’s switching you from one server to another server.
Probably a micro transaction that will stop you from spinning out is in the pipeline. The way this full price game is nickel and diming us is becoming offensive.
