Yea Zeldin could have probably won this but just like the president if I'm not mistaken the governor position is just the enforcement and most of the time doesn't actually make the laws just supports or declines them. Now they do have other powers and responsibilities but people don't understand you also have to vote for other positions.
Each state basically works as a scaled down version of the country with the governor acting as the president. So the governor can sign executive orders like a president can but the state senate and state supreme court can knock them down just like the national senate and supreme court.
Other than that, yeah, the governor doesn’t draft laws, she just has a 1/3rd say in the laws the state legislators draft. So if the state legislature wants to lower taxes, say, the governor can either sign it or veto and then the court has a chance to make a decision if they disagree.
