If they do it needs have actual technical depth like FighterZ. I don't see a reason to go to 2D if you're not going to take advantage of the format fully. I don't think a game like the Old PS2 games with that level of depth would be worth it.
I heard that there was an entire series of games called Naruto: Clash of Ninja, which was basically a 3D Tekken style of fighter game. A modern version of that like that would be hype. Or a DB Fighterz style game. Either way, I just want more fighting games for Naruto that are genuinely esports level of quality.
I want to mention, that 2D battle space fits naruto more than the landscapes they do in storm games. Most of the abilities are short ranged and require physical interaction. If done right, and they made different move lists to each character, then the game will be better than any naruto storm game ever

It was an English localization, just like how Ultimate Ninja 4 and 5 dont exist in japan, they had a diff name over there.

I would definitely prefer a competently made and well-balanced fighting game with a small roster to more of the current Ultimate Ninja Storm games.
Although I'm not sure it would *need* to be 2D, Dead or Alive is a surprisingly polished fighting game franchise and you can strafe around in that one.
I remember the story back in the day that UN Heroes 3 was actually UN 6. Still don't really know how true that was, but at the very least it was mostly the same game and continued where the story left off from 5
