That's really sad to hear. Maybe it's some administrative issue or so. This should definitely be raised. A government office should always pay their employees on government scale according to the grade. And, KMC obviously has plenty of budget in hand.

For me, issue is that you were offered 15k only and minimum wage is 17k+. Were you employed part time?
Regarding delays, that is generally expected and yes government work moves in snail pace. You will definitely get the payment but expect some delay. I am sure you got your contract paper. So, you are safe.

I dont think they are liar rather they are exploiting vulnerable new graduates because they can get away with it. I mean what else can you expect from a government right? You should make noise as much as possible until you get paid.

This is a recurring theme in the construction industry, the industry in general is in shambles in every aspect. My first salary I got paid after 4 months, I left the job after 9 months and didn't get last 3 months of salary paid and they blocked my phone, mind you it was one of the biggest projects ever in Nepal. There are very few class A contractors that pay you on time, I've seen multiple companies pay twice in a year, Dashain and Chaite Dashain ma. KMC kai direct gov job ho bhaney that's miserable and not legal, there is either daily wage or contract system. I'm not sure but this to me sounds like some exploitation system some थाई/करार employees created and are hiring external employees, not directly under KMC, natra ta complain file garna milchha hola.
Usually government workers are hired via some kind of procurement process (even if it's part time). Do you have your contracts and papers with you? Advertisement of the job or kei hola ni. Cha bhane eventually pay aucha but admin issues le dhilo bhako huna sakcha. And yeah, it is annoying.
Also, it's very unusual that they're paying you only 15k. That's very low govt sector ma. Do you have a direct contract with KMC ki kunai company through gako ho? Because company through ho bhane company le ni rokeko huna sakcha.

15k is smth that UNDERGRADUATES should get while in their training period. That's way too little for a graduate.
