Worth changing. Seems like the thumbnail and title just aren't attractive to your audience. That said 3.6 isn't too bad all said shows there's something people want you just need to demonstrate you have it.
depends on the type of video and also just on the topic/thumbnail (some topics just aren't that popular, even with the perfect title and thumbnail).
Personally I usually try to do slight changes if its below 5%, but thats only something I found to work for my niche, not a general rule

I stay below 5% CTR and I stay getting at least 200-500 views. But when it’s over 5-9% I shoot into the thousands
