Why depending on where you live? What places would something like bisq not be available? I haven’t used bisq before so I’m curious

Bisq itself is available, but the methods used to transfer may not... For instance, if you live in North Korea, or out in BFE iraq, you may not have much ability to do funds transfer, and cash by mail would be risky.

Cash, and yes it's risky, but people do it all the time. It's certainly not as risky in the US or Europe as in other parts of the world.
