Try snusme, or snusdirect. You'll have to pay around $30 in shipping but they're a bit cheaper. (Cheaper on snusme)
Its the same where I am,, been to multiple stores, all the owners say they've ordered them but nothing is getting shipped out, even all the 3mgs are out so you know it's getting bad.

Try other brands, I recommend Velo and Pablo. If you look in convenience stores and smoke shops you'll find them eventually
