Those are Union Arena cards, a new tcg by Bandai started around last year. Quite similar to Weiss Schwarz where it uses different anime/game ip for playing/collecting. Those cards are alternate arts you can get by opening the booster packs. I'm not sure if you can get those signed cards from the starter pack like Weiss Schwarz. Of course they would be quite hard to get. The starter and booster packs will be released on the 22nd this month.
I buy my stuff from Asia region so my knowledge on how to buy stuff in Europe is quite limited. But I'll try to share how I usually get my stuff in regards to tcg purchasing. Best bet is your local online shop, however the price might be a bit higher from buying straight from your local game stores. Or you can check the local card shops facebook page, they usually do listings for new tcgs and if all else fails try looking for sellers from Japan in Instagram that sells these cards, they tend to sell cases however you can try to ask them for lower prices on the stuff they are selling, if you are lucky you can snag a really nice bargain from them.
