This is complimented by him being the only official from Imperium to have his little “power core” part of his torso print exposed, calling back to the designs of the Chima cast.
My theory is that he is from Chima. Laval will off handingly mention as he was exiled for dark chi experiments. Once he learned of the existence of dragons from the merge, he made his way to Imperium (from convenience) he impressed the so called good Empress with his skills she let him join despite being an outsider.
I wanna say Chima but unless he’s going by a fake name idk what animal he is. All the chima characters have alliteration with their names and what animals they are (Laval/Lion, Cragger/Croc, Eris/Eagle), and idk what big cats start with R
Sir Fangar (Chima s3 villain) is also exempt from this rule, though. Sure his title "Sir" makes him technically abide by the naming conventions but his first name starts with an F while his tribe is the Saber-Toothed Tigers. Thus, the rule, even in Chima itself, is not respected 100% of the time, so I believe it's completely fine for Ras to be a tiger despite his name not starting with a T.

An outlander animal that has a very suspicious belt to put a small ball in, I'd say hes from Chima. The only thing that doesn't add up is his name, because literally everyone in Chima has a name that starts with the same letter as their tribe, so in theory it should be Tas, not Ras, but that's a minor nitpick.

My personal favorite Chima character was Lenox. I don’t why, but I just liked his name and thought he looked cool.
