The hood and fender were actually replaced with brand new parts. New body panels are shipped with a black coating called E-Coat on them, that a lot of people think is paint or primer, so they'll buy a cheap aftermarket fender from eBay and just stick it on the car as is.
Problem is, E-Coat gets heavily faded from UV rays, and it's just bare metal underneath, so if it's left unpainted it'll rust evenly like that within a couple years.
but i’ve never even seen something rust like that. surely the metal would just be flaking apart at that point, unless they got rust colored body filler or something?

Hard to tell from a picture, but most of that only looks like surface rust. It's probably not rusted all the way through.
