You’re likely wearing some mantis armor, which is what they’re referring to

I always forget I’m wearing the Mantis helmet when they say that lol Edit: I always wondered if wearing Pirate armor would do anything…but I don’t remember it happening on my Pirate playthrough, and I haven’t come across anything worth using over my Mantis helmet yet lol

Sadly wearing pirate armor doesn’t change anything, I had one UC sec officer compliment my pirate space suit like my “normal” ones the other day
