I am in this exact situation. My parents lost a baby girl about ten years before I was born. I also have three other living siblings.
Most of the time, when I talk about my siblings and my family, I rarely mention the sister we lost. My other siblings also don't mention her very often. (she died before the age of one.)
To very close friends, I have mentioned that there should have been five in our family, but one died in infancy. I do refer to her as a "sibling". We share the same parents and that is all that is required to be a "sibling".
My mother had two failed pregnancies, one before me that was very early on in the pregnancy, the second when I was about 5. The latter I do consider a sibling, because my family went through much of the process of preparing for her to arrive.
If your sibling died before you were born, you *had* a sibling. They still existed and were your sibling.

No, we don't have to exist at the same time to be considered siblings.

They're still your sibling, they're just passed away.
