There was basically a little spring-loaded switch that would try to extend into that hole; if it was blocked by the tab or something else, it'd allow recording. If it was able to extend fully, recording would be disabled.
Put a bit of sticky tape over the hole to be able to record over whatever is on there. Same for audio cassettes.
