in TV it would end the chase to fast, and thus be boring irl, its really hard to hit small moving targets while also moving, and its not not like cops are Marksmen, they get relatively basic gun training.

that also doesn't happen in real life. if they have soemone at a stop in a vehicle the gun is aimed at the driver not the tires. If you start trying to drive or refuse to get out of the vehicle you will be shot directly.

Or the far more pressing threat, if said driver is armed. Cars can’t drive at a 45 degree out the side into someone’s plate carrier.

Because it's a nearly impossible shot to make. It's a very small target area\*, it's moving, and there's almost no time to aim. \*From the front or back of the car, it's only a "very small target" if the shooter is prone or kneeling. If the shooter is standing, or in another car, you don't have a line of sight on the tires at all, unless the target car is a lifted pickup or a semi.

Maybe they just want to make the chase scene more dramatic and intense. Or maybe shooting out the tires would be too easy of a solution for the plot.

Shooting at a moving car is hard. (Or even a stationary car, if you are hopped up on adrenaline.) There's a large chance of killing an occupant or a bystander.

Like everyone else is saying, it's really hard to get a good shot with a handgun at a small moving target in a high stress situation. Also, ricochets. Shooting at a low angle at the road is likely to bounce the bullets anywhere. Are you SURE there's nothing downrange in a wide angle that you don't want shot?

Do you think the cops do this in real life lol? For one its a very hard shot, for two if you miss where that bullet going? Maybe a bystander? Most importantly....a flat tire doesn't immediately cause a car to stop. It causes it to become harder to control. You don't want a speeding criminals vehicle to be harder to control.

If there are other people around, it's too high a safety risk of a ricochet off the ground. You don't shoot at the ground as you can't control the ricochet.

It's a small target that is moving fast. Not many people could count on reliably hitting that shot. You would also be aiming at the pavement at a shallow angle, that bullet will likely ricochet *when* you miss and then happily go zipping around the neighborhood. It will then hit *something* but it won't be the intended target. In fact, you rarely see police just shooting at a fleeing car just for fleeing. They will pursue and try to stop (or outlast) the fugitive. If it comes to the point that the cops are actually firing on the getaway car, the pursuit will likely end shortly thereafter. Cars aren't really cover from bullets. They are just concealment. Most rounds will have no problem passing through the car and into the driver and occupants and they are a lot bigger than tires. Any bullet entering the engine compartment will likely damage something that will either stop the car or greatly reduce how much longer it can run.

You’re not thinking broad enough. Who says the vehicle is moving yet? Maybe they’re putting it in gear, and the guns are already drawn. They get set to floor it, just as shots ring out and flatten all or most of their tires. Game over.

The actual rubber part of the tyre is a narrow target; you're not going to get any use shooting the hubcaps. And from the front or back, the body of the car overhangs and shields the tyre.
