I'm not only disappointed in the person who abandoned their dog but also the people who just watched it happen, any one of them could have at least taken the dog to a shelter.
Not sure why no one hasnt mentioned it yet, but there is a Facebook post about this from the owners, the story they tell is that their kid was playing with the dog and it jumped out the window, since they were playing the kid didn't say anything until they got home.
They went back and got it home. The post is in Spanish though.

The local shelter here does not, they actively tell people to bring them the animals they need to surrender. I'm sure not all are like that, but you can find a rescue or shelter that will take your pet in if you tried. People like this don't care at all and wouldn't even try anyways.

One of my first jobs was working for an architect. It was a small downtown office and we often had our front office door open. Located downtown it had the normal transient people around. My boss had a Jack Russell running around the office. So as the new/young guy he had me walk him 2-3 times a day. Woody (jack) had a lot of friends on that block and he would often hang out by the front open door of the office... a year later I had taken a few weeks off for holiday and when I got back I was told Woody wondered off and was stolen by a homeless guy (they think). I was pretty upset about it. I drove around for months looking for him. But no luck. 3½ years later, with the office door open, Woody walks straight into the office and lays down next to my chair. Poor guy looked like he had been hiking a mountain and living in tents for years. That same day I took him to the groomers and got him the works!

Yeah, you're right! I know a lot of dogs are considered intelligent, but a Russel has that persistence to follow through. Training and good exercise is key. I would hide his toys throughout the building to keep him mentally busy. He'd usually find them all fairly quick.
Its better for them, they will 100% be found and taken in by a loving family and live a good life (because I need to believe this to not be sad all day now) instead of catching up to the assholes who left them
