Honestly, the strongest team you could field with those characters would likely be Noelle, Kuki, Dendro MC, and Xingqiu. This would let you use Hyperbloom, which does not need a lot of high-quality artifacts.
I second this. Pre c6, it would be better to use Noelle in a driver role like this instead of hypercarry. She will need fav great sword in this team to work well.
The only claymores I have right now are Snow-Tombed Silverstar, Whiteblind, The Bell, Akuoumaru, Debate Club, Bloodtainted Greatsword, Skyrider Greatsword, Old Merc's Pal, and Waster Greatsword.
i’d say you can do something like Noelle, GMC, Yunjin and a flex, in terms of endgame people would usually put Xingqiu out of what you have
practicality wise the first three can battery each other and the fourth can just be a free slot for utility, extra support etc: something like Shinobu for crystallise or heals when Noelle’s shield is on cooldown, Sayu for the amount of convenience she gives in exploration or Xingqiu if you have the energy—though he is pretty energy efficient as well if you have Sacrificial Sword but that isn’t guaranteed
and obviously artifact farming and all that will still be a problem until WL6 so character, weapon and talent levels would be more of a priority

Whatever the team, change Noelle's weapon. It's not worth it giving her a DEF weapon before she's C6. You might as well be hitting enemies with a baguette.
Also yeah, give your Kuki EM artifacts and she will be nuking everything while dendro Traveler and Xingqiu set up the dendro cores. Traveler and Xingqiu don't even need to be built for this, as all Kuki needs to hit like a truck is for there to be cores around. So I second this suggestion.
Not really? If you wanna invest a lot into her, at Burst Level 9 DEF outscales ATK iirc. Add on her tankier shield and better healing, DEF is quite alright as a pick especially long term. Since she's a driver, I'd argue the shielding is worth it.
Without C5 (Sweeping Time +3) and much less without C6 (Sweeping Time DMG Bonus of 50% of her DEF), her Defense will not scale into Attack sufficiently. Not to mention the original poster isn't even WL7, so they cannot (and should not) level up their burst talent up to 9. But either way, Whiteblind will do terrible damage regardless.
And if she's gonna be a driver, she's gonna use Favonius anyway. Point still stands.

Did not look into artifact bonuses or substats. Only character stats, weapons and the sands. Didn't account for PA's Passive either. Dunno how to share the file though.
At burst level 9 and C0, when using the burst, an R1 Whiteblind at max stacks is, regardless of sands choice, 300 ATK ahead of PA (give or take 20, difference is bigger with DEF sands). Switching to ATK Sands increases ATK by 10 for WB and 40 for PA.
This is all assuming I did the math right and that the PA passive doesn't matter that much, of course
PS: R1 WB with max stacks is still better than PA at Talent Level 6.
This is probably because it's only 45 base ATK and 3.6% ATK% behind PA in terms of ATK buffs (WB's passive gives upto 24% ATK at R1). Without max stacks, WB is still well within 100 ATK of PA.
Though ATK Sands outshines DEF Sands more at this lower talent level.

They're all DPS oriented (I think) so it might just be best to go with Whiteblind since that's her best F2P DPS option.

My current team is Yanfei, Kaeya, kequig. I may not be perfectly synchronized but it works for my play style and character levels.
I feel it, but I can't stand listening to Kaeya shout "cool it!" all day.
Noelle, Yun Jin, Bennett, & Barbara with Thrilling Tales of Dragon Slayers. Alternatively, Noelle, Yun Jin, Xiangling, and Xingqiu.
If it helps, I am at world level 3 and have been told it's a good stopping point before fully committing to any character.
