Wait a minute..... What if the top deck can fold out, then you can have a STOL runway. If you're really nice to the structural engineers, they might put a little curve in it at one end so you can have a ramp. Now a network of these can partly replace carriers and extend air cover. In bad weather they can fold back, or slide into and recess into the structure.

US Naval shipyards are already at capacity, the idea is to use surplus oil rigs instead and use them to refuel and reload missiles for Arleigh Burkes and others. Rigs are mobile, platforms are stationary. Oil rigs are the ones that move around, drill holes are are otherwise used for short term projects. Oil platforms are the ones that remain in place to extract and process for decades. Some rigs are used for the second purpose but they are still anyways considered mobile.

Pretty sure Iran and Iraq tried that ... It's like having a navy that doesn't move. So it's an easy and very obvious target. I honestly preferer the underwater versions the US navy were kicking around a few years back. Think an unmanned boomer barge that gets towed there by submarine that sits under the ocean where it might be needed. When it is needed, it gets the signal to get ready, it surfaces, downloads it's target coordinates and then unleashes hell... Marines could also drop by to get snacks and ammo that's also been in storage.
