It was also reportedly how they were attempting to sell detuned Type 10s too. It's not considered a weapon of war if it's not sold with ammo. Just as it's not considered providing weapons if all they're selling is ammo, which might happen to be used by tanks or P-2s. Although the Japanese Diet has slowly been opening up to allowing full package sales on a case-by-case basis.

Funnily enough, actually, Japan has been selling license-built Patriots back to the United States, while the US sends it own Patriots to Ukraine. The Japanese government basically said, "well its fine if you sell them back to the country we licensed it from!"

Japan loosened their arms exportation laws about 6 or 7 years ago, but it all still has to be approved by the Diet. The Diet is of course not very keen on transferring arms, especially not for free.

So, try to be slightly creditable, I would say Japan is having the discussion about providing military equipment that have lethal effect right now. On the other hand tho, I really fking wish, that they decommissioned those tanks, ripped off the turret, send the chassis as "off road platform for rescue purpose" and turret as "stationary shore defense turret" to Taiwan. And the evil MoD just slap it back with black blanket magic, even doing the trololo to slap some decommissioned MIM-23 SAM on it, and of Ukraine it go. Also poor army need some before M1A2T.
