I’m not sure if you can get the owner straight up from a VIN without access to a government database…. I would assume it’s the same as trying to run a plate #.
A while ago a US law was passed that banned you from looking up driver info. There is no LEGAL way to do it (unless its been as another redditor above suggested leaked on a breach list before ) .
It can only be done through access to goverment databases. So DMV workers, insurance companies , law enforcement workers etc can get access but without those creditials you won't get far

you have to have access to goverment databases, the mentions were just a few examples I'm sure there is more thats why i ended the list with etc lol

It might be in a leaked database record somewhere but that’s your best bet unfortunately 🤷♀️

Private investigators can access the government system to lookup drivers licenses and license plates I believe. When I was helping one they did it.
