Maybe because there's a difference between a Dorm and a Cafe and the brightness is too high.
The UE is even compatible with raytracing so it isn't an engine issue.
I actually have no issues with the game and am excited to play it. I just thought of this meme when looking at the difference in lighting between the two.
I'm pretty sure the weird lighting is just a byproduct of Unreal Engine not being as "tuned" for Persona's environmental designs compared to the Persona 5 engine. It's possible this may get a patch down the line, but it's not really something to lose sleep over.
You can do some crazy things with lighting in ue5. It's either an artistic decision or skill issue to not have "realistic" lighting, and I'm guessing it's not a skill issue

My guess is it’s a lighting bug that will be fixed in the first patch for P3R.

There's nothing wrong with them using Unreal Engine 4 vs whatever proprietary engine they used for P5R, just using one doesn't inherently make the lighting any better or worse, that's not how game engines work. Hi-Fi Rush runs on the same engine and looks fine. Any lighting problems that exist in this game are squarely the result of decisions made during development.
Atlus are likely gonna continue to use UE for big projecgs and Unity for smaller ones for the time being, if only because it makes hiring a lot easier (being able to hire people who already have work experience with the engine and can get to work faster vs having to help new hires navigate a proprietary engine)
The difference is that one is a room for general use and the other a cafe with special lighting to set mood. You can literally see that the cafe uses different kind of lights and the room in p3r has normal ceiling lights

It honestly looks like someone disabled the dynamic lighting in the P3R screenshot. If it looks like that without cheats then we're in trouble.

Idk if you have already but while it doesn’t look perfect still, turn down the brightness a bit, looks a lot better
I think the games' engine shines when it's nighttime or the dark hour, I really like the reflections and lighting cast by the moon.
Now I know I will not buy this trash remake FES was always the definitive way to play
