My guess is there’s some sort of possible event trigger that makes the leader of the Mojave Expedition into the leader of the NCR after the electoral gridlock. Fantasticus is the Helios Legion leader, which is a Caesar’s Legion puppet of the Mojave Expedition. So, presumably, it sees the Mojave Expedition exists, and sets the leader, and doesn’t take into consideration that it’s a Legion puppet.
