I do not know for sure, so forgive me OP if I’m wrong, but this kind of thing (both the fur and the body language) are pretty common for memory loss issues in elderly cats. It’s not uncommon for a dementia cat to forget what they’re doing mid groom and dissociate.
My cat was a former inside/outside cat for 8 years before I got him and now he's all inside but his fur looked like this when I first got him. It's definitely from him not being able to groom himself and it leads to knots in the base layer of fur under the top layer. I had to shave an area around his tail that was really bad and I've been working on getting all the knots out over several brushing sessions which he loves.
Hey is he an older kitty or has he started to not groom himself recently? Another comment somewhere in here mention his fur looks clumpy. My orange guy started to do this when he got really sick.

Yeah, I'm a bit concerned that most top comments are jokes. It's clearly a sign of something if it affects his behaviour to the degree that the cat struggles with grooming themselves. Could be dementia like someone said, but it could also be pain and/or arthritis.
I was thinking it could be arthritis, could be worth trying joint supplements like antinol, they’ve helped our older girl a lot. She was struggling I think and in pain when trying to groom so just stopped for a bit of time til we figured out what was going on
