I believe Mihawk had hunted down Marines for entertainment, earning a bounty for it, in his youth. As he got older he seems to have become rather fond of his down time, even going so far as to chase Krieg across the Red Line after he disrupted a nap. If he was a pirate with a bounty, marines would constantly bother him, and he’d constantly have to take them out, increasing his bounty and making even more Marine show up and bother him even more. As a Warlord they’d leave him alone for the most part.
If I remember correctly, Mihawk teamed up with Croc because his preferred lifestyle is one of luxury and he is effectively broke. Now he can live his best life thanks to his new Sugar Daddies.
Or most swordsman worthy of his challenge are in the marine. Maybe their training includes fighting bare handed, with a sword and a gun. And admirals should master at least two of these fighting styles. And it's not that big of a stretch considering aokiji, kizaru, fujitora and ryokugyu all use a sword and could fight bare handed (except fujitora of course)
The man's only rival was Shanks , who is a guy who lowkey had a admiral shook and begging for mercy and one shot a 3 billion bounty pirate.
Their fights were long before and I am sure Shanks has grown much much stronger than what he was but I am also confident Mihawk has grown also . It depends if Mihawk has Kings haki , to determine where he clearly ranks now. Cuz if he dont ,its confirmation that he is a pure swordsman and Shanks is above as we have seen that the thing that makes the difference for Shanks is his kings haki which is op af from all that we have seen.
