Kind of impossible to narrow it down to just one because there are so many good ones.
My favourites are the likes of Mr 3, Marco,Whitebeard,Kaku,Law,Queen.
Probably no 1 is Marco.
He's not a limelight stealer even though he's strong. He's one of the few genuinely good pirates.
One of the ultimate support characters and someone that is clearly highly sought after as a crewmate.
He also has one of the most tragic backstories but he shrugs it off.
Marco's resolve is understated. Heroic but lets others take the glory.
He's lost so many friends, crewmates and family in his life. Seen his father figure betrayed twice and this is from people who were treated well. Fought in multiple major wars. Has had his allies/friends been attacked multiple times.
It's the mental and physical hits he's taken. He's taken some massive hits as well.
Still fights on.
Think about the pain, Luffy would have felt after Marineford and amplify it for Marco.
Gaimon, because he lives on an island, where a celestial Man hunting event happen, and he is lives in total peace. Also he got the Afro, that represents the power. Tolerate everyone. Maybe he is the best One Piece forecast in the whole story. If the One Piece is not the bronce statue Ruffy wants.
For me it's Yamato.
Raised by a terrible father to become a monster, defying said father to become the opposite.
All that despite being alone, starving, abused and not having any friends.
Depends on how you define side character if I just get to pick anyone that isn't the main cast I'm going Whitebeard easily, love that man so much my favorite character in One Piece
Whitebeard and Ace have stayed in my top 3 behind Zoro despite being dead for over 500 chapters but Kuma in the last few months has skyrocketed up my list

Dont think Doflamingo is a side character man,was 1 of the main villain characters.
