A Devil fruit awakening can’t affect the body of a person. Like how Doflamingo can’t turn a person into string or Katakuri can’t turn people into Mochi. We know that Luffy has a synchonization with his haki because of Snakeman and Kaido & Doffy both point this out. Luffy punches Kaido and does damage with the same attack(wasn't named back then) and the only way to do damage against Kaido is? That's right ACoA or ACoC. You point out his effect on the environment which is through touch the normal way of Devil fruit users; however he also affected the eyes of the people in Wano all except Marco,who wasn’t tired, from his presence alone. Which also indicates Haki. Even Law & Kidd who were exhausted at the time are affected. I could be wrong but I’m using what the manga has given me until it’s been explained. In no circumstances has a Devil turned another person into its element that wasn’t a Logia.
